Retardation is a term used to describe a person who has an intellectual disability, which is a condition that affects a person's ability to learn, reason, and problem solve. People with intellectual disabilities may have difficulty with communication, self- care, and social skills. They may also have difficulty understanding abstract concepts and may need extra help to learn new skills.
